Senate GOP Back President's Call to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.

Growing Consequences of Government Shutdown

The effect on US citizens from the lengthiest closure of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were forced to ground planes and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and continue the payments for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Several analysts suggested that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
